Donating a Car in Los Angeles: What Local Donors Should Know

Los Angeles runs on cars, and Los Angeles retires a lot of them. Smog-check failures alone push thousands of otherwise usable vehicles toward donation every year — cars that can't pass inspection but still have real auction or salvage value. If your car keeps failing smog, donation may be its best second act.

Free tow pickup anywhere in LA. From the Valley to the South Bay, DTLA to the Westside — pickup is free, running or not. A licensed tow operator schedules with you directly. LA traffic means pickup windows are a little wider than in smaller markets; plan for a 2–4 hour window and you'll be fine.

The California title process. Sign the California title over to the donation recipient. Then — and this is the California-specific step — file a Notice of Transfer and Release of Liability (Form REG 138) with the DMV within five days of the transfer. You can file online or by mail. Once recorded, liability for parking and traffic violations after the transfer date becomes the recipient's responsibility, and the DMV stops mailing you renewal notices. In a city with LA's parking enforcement, file this the same day if you can. No notarization is required for a California title transfer.

Smog and registration. You do not need a passing smog check to donate. The recipient handles the vehicle's future registration. But don't let your registration lapse into penalties while you decide — donate sooner rather than later if the tags are close to expiring.

Lien check. The vehicle must be lien-free at pickup. If a lienholder is listed on the title, they must sign a release on the title or provide a separate release letter before the donation can proceed.

Where the money goes. Net proceeds fund commissary grants through Soul Tribes International Ministries — money on the books of incarcerated people for soap, stamps, toothpaste, and basic necessities. California's prison population peaked above 173,000 in 2006; even after years of decline, the scale of need for commissary support remains enormous.

Your paperwork. Donation receipt at pickup; vehicles over $500 receive IRS Form 1098-C from the processor. Consult your tax advisor about your situation.
